Concrete looks solid and behaves like a sponge. Water, salt and oil all soak in.
On Cape Breton the freeze-thaw cycle is the killer, and not because the winter is unusually cold. It is because the temperature crosses zero so often. A slab that freezes and thaws twenty times a winter takes far more damage than one that freezes in December and stays frozen until March.
Add chloride from road salt and salt air and the surface starts scaling. Then the white efflorescence appears, then the flaking, then the pitting. Coating a sound slab now is cheaper than replacing it later.

Usually yes, and old concrete often takes a coating better than new. It has finished curing and finished shrinking.
Cracks get cut and filled. Spalled and pitted sections get rebuilt to level. Old paint, sealer, mastic or glue gets ground off completely, which is slower than a bare slab but perfectly doable.
The exceptions are honest ones. Active water coming up through the slab, a crack with movement on both sides, or a slab that has broken up and settled. Those need attention before a coating, and we will say so at the estimate rather than take the job and hope.
A coating is only as good as its grip on the concrete. Grip comes from an open, textured, clean, dry surface.
Diamond grinding gives that. It cuts the smooth troweled skin off the top, removes contamination, and leaves a profile the primer can key into. Acid etching does not do the same job, and it leaves residue behind that weakens the bond.
